Adds command inputs, embeds, components, some API methods, and rate limit support. Mostly foundational work for future features - this will let us add on API methods pretty quickly. Buttons should work though, so it's kind of useful now!

This is a good time to try out Interaction Kit if you haven't. Let us know what you think of the API and design, and what you don't like. We'll probably sit here for a little bit and focus on documentation and smaller quality of life changes before work begins on making Interaction Kit applications production ready.
