Make nightly builds available again

This is needed for Ribasim NL, which is quite close to the main branch. We used to have a push to Amazon S3 but this wasn't used and so was removed. Now that we have a MinIO bucket I guess it would make most sense to have a public nightly folder there which has the latest build, one for Windows and one for Linux.

Teamcity already pushes builds to https://s3-console.deltares.nl/browser/ribasim/Ribasim_Ribasim_Windows but this folder is not public, and has no stable url, users need to find the latest dir and take the binary from there.

I see one ribasim_windows.zip on MinIO, but I guess that is outdated. None of the other artifacts (Linux, QGIS, testmodels) are there. I just made the latest folder public btw, but lets not put it in the docs to avoid people using it without being aware that it is a development build.
