Artifact Function question

This is more for clarity on my part, but this definition sounds circular to me and I'm trying to parse it. I may talk my way around to grokking it in the course of this post, but we shall see.

A Function that inheres in some Artifact in virtue of that Artifact being designed to be used in processes that require that Function to be realized.

So, an Artifact has this function as a result of being designed to participate in a process that requires the function.

Example:

• My coffee cup bears a Containing Artifact Function because my cup is designed to let me drink coffee and drinking coffee requires a Containing Artifact Function.
• My broom bears a Cleaning Artifact Function because the broom is designed to clean things and cleaning things requires a Cleaning Artifact Function.

This kind of sounds like "it has the function because using it requires the function" and I can't put my finger on why exactly that seems off.

Please let me know if I'm largely misunderstanding the way this definition is structured.

EDIT: I now realize there is, in fact, not a question in here. Let's ignore that.
