Task: Launch the prompt for feedback to all eligible merchants

Part of project Prompt merchants to provide feedback or WPORG review of WooPayments: paJDYF-gvt-p2

• The client development feature flag created in Task: Create a prompt for merchants "Are you satisfied with WooPayments?" #10326 should now be removed, enabling all eligible users to see the prompt
• The eligibility API that enables prompt visibility was implemented in https://github.com/Automattic/transact-platform-server/issues/7227
• This should not occur until all other issues in this Epic have shipped:
